Human Resource Officer (Level 3)

About AusAID

AusAID advises the Government of Australia on international development policy and manages Australia’s overseas aid program. AusAID’s work contributes to a global commitment to achieve eight ‘Millennium Development Goals’ to:

  • halve the number of people living in extreme poverty and hunger;
  • ensure that all children receive primary education;
  • promote sexual equality and give women a stronger voice;
  • reduce child death rates;
  • improve the health of mothers;
  • combat HIV & AIDS, malaria and other diseases;
  • make sure the environment is protected; and
  • build a global partnership for those working in development.


With a head office in Canberra, and strongly complemented by its field offices around the world, AusAID works in close partnership with Australian and foreign government officials, international and multilateral organisations (including the United Nations, World Bank and Asian Development Bank), the private sector, non-government and community organisations, and civil society. AusAID has working relationships with many more companies and organisations who helped us design and deliver important programs of assistance.

The Philippines Program

Australia and the Philippines recently launched a new Development Assistance Strategy for the period 2007-2011. Under this strategy, Australian support will focus on supporting the Philippine Government’s priorities of improving the prospects for economic growth, poverty reduction and national stability. In implementing this agenda, Australia will expand its support to initiatives involving infrastructure for growth, better health and education, improving leadership and governance, anti-corruption and performance incentives.

The Corporate Resources sub-section

The Corporate Resources sub-section is responsible for ensuring the delivery of aid objectives are met through the provision of efficient, quality and cost effective corporate management and program support. The Corporate Resources Team provides a range of corporate services to AusAID Manila including Human Resource (HR), finance, procurement, property, risk management, and various corporate support functions such as transportation, records management, assets management, travel, leading business process reforms and change management.

Job Description

The Position, under the direction of the Human Resource Manager, will be responsible for undertaking the following duties, plus others as directed:


HR Administration
  • Assist in the management of AusAID’s Manila staff contracts and the implementation of staff conditions of service
Recruitment and Staffing
  • Coordinate staff handover of work assignments and/or resignation clearances with relevant supervisors and the DFAT HR Section
  • Support the HR arbitration role in maintaining good work/office relationships
Organizational Review Implementation
  • Initiate discussions in the organization about workplace innovation in HR
  • Assist the HR Manager in the implementation of the transition plan at Manila Post
Performance Management
  • Manage a team responsible for delivering general office administrative and program support functions, including coordination of tasks and workflow
  • Provide advice and support to supervisors and staff on performance management system and cycle and on performance management issues, as appropriate
Professional Development
  • Coordinate and implements development plans and relevant training for Manila staff, in consultation with the HR Manager at post
Networking and Liaison
  • Maintain strong working relationship with the AusAID’s People and Planning Branch in regard to policy implications, staff relations, recruitment, and professional development of Manila staff Participate in and coordinates the implementation of the Performance Planning and Assessment process Organise the recruitment, selection and placement, induction and orientation processes
  • Coordinate with the local or international consultants in the implementation and of HR support services
  • Establish and strengthen professional networks

Eligibility/Other Requirements

  • Formal qualifications in HR management related discipline is desirable.

Selection Criteria

  • Demonstrated flexibility, adaptability and focus through day to day work changes, and shifting priorities during periods of uncertainty.
